- Key points:
The measures set out in the proposal for the sixth framework programme are reflected to a large extent in the Commission proposals on the specific programmes (including three for the EC-Framework programme and two for the EURATOM-Framework programme), which have to describe, develop and specify the provisions for individual topics, objectives and research areas.
The EESC opinion follows on seamlessly from its detailed opinions on research already adopted in the past. The EESC would again stress - with reference to the catalysing effect of specific programmes on competitiveness and the process of integrating the various European groups concerned at all levels - that there is a need to increase the financial resources by about 50% as a medium-term political objective.
Concerning individual programmes, the Committee makes a number of concrete and detailed recommendations, which aim to encourage a strong, coherent EU policy and the development of a more proactive strategy with a corresponding restructuring of the specific programmes. This strategy would attach special value to small scale projects and the guarantee that SMEs are given the opportunity to participate.
