* Ministers' plans to reform A levels may be blighted by weaknesses in module-based A levels, Her Majesty's Inspectors have warned. Plans to broaden A-level study, which include the mass introduction of modular-structure syllabuses in 2000, should be subject to careful debate, schools' inspectors Ofsted said.
