The European Agency for Safety and Health at Work has published a call for tenders for the provision of research and associated services related to a project on economic performance and occupational safety and health (OSH).
The purpose of this contract is to:
- review Agency information and consolidate the findings with a view to improving communication
and use (with regard to small and medium size enterprises - SMEs);
- carry out a literature review to analyse and communicate 'the state of play';
- develop a conceptual framework and identify future activities for the Agency;
- discuss the above in a workshop to raise the profile of Agency activities and guide future
activities.
The link between OSH and economic performance will need to be considered, both at macro and micro level. These factors will need to be taken into account, within the overall context of the EU economic agenda, the so-called 'Lisbon Agenda'.
At micro level the impact of OSH and economic performance in enterprises needs to be examined. The purpose of this is to provide practical information, and particularly tools for SMEs, to motivate enterprises to manage OSH effectively in order to improve economic performance. The integration of the management of OSH into business management, such as in monitoring overall business performance, management systems, and in training and development of workers are areas of interest to be considered.
In examining the links between OSH and economic performance the contractor is required to identify the role and impact of effective risk management strategies. The consequences of poor safety and health conditions, as expressed in accident and ill-health records, are also relevant. But the main priority should be the occupational risk management system as a whole and the link with economic performance.
Besides an overview and analysis of current knowledge on the socio-economic impact of occupational safety and health and in particular on the business case of OSH, the main objectives of the project include the development of a conceptual framework and identification of future activities for the Agency with regards to economic performance and health and safety at work. A proposal for such a conceptual framework and possible future activities both at macro and micro level will be discussed and further developed at a workshop with delegates selected jointly by the contractor and the Agency.
