UNIVERSITIES could face greater competition for grants if the research councils paid full overheads, Richard Brook, chief executive of the Engineering and Physical Science Research Council, told the House of Commons science and technology committee. He said independent research associations did not bid for research council money because of their low associated overheads but this could change if overheads increased. "Universities would not like that," he said.
