The scheme was introduced by the former Labour-Liberal Democrat coalition when it abolished tuition fees for Scottish students. Graduates made a £2,000 contribution to a ring-fenced fund to support poorer students. The Scottish Government is expected to meet the annual cost of the scheme from central funds.
