Radical reform of teaching must set rigorous standards but give the profession control over its own development, a report argues. The report, from think-tank Demos, says that reforms contained in the government's green paper, Teachers - Meeting the Challenge of Change, which were aimed at rewarding best teaching practice, failed to go far enough. It warns that reform of teaching must be more radical to keep pace with wider changes in society. The Demos report, Creative Professionalism, says that current methods of disseminating best teaching practice are ineffective and wasteful of resources.
