Dome minister Peter Mandelson has reason to look worried. Rumours are flooding the architectural world that most or all of the "zones" planned for his Pleasure Dome are over budget. Could stress explain his coming out in favour of a schizoid half male-half female figure for the Dome? Or will this week's Topping Out be followed shortly by some Cutting Back?
