Welsh higher education institutions will get an extra £22.5 million this financial year to compensate them for not being allowed to introduce top-up fees until 2007. The total additional money earmarked by the Welsh Assembly in lieu of top-ups, announced in its remit letter to the Higher Education Funding Council for Wales this week, will be worth more than £33 million in the 2006-07 academic year.
