The Council will adopt conclusions on the integration of the European Geostationary Navigation Overlay System Programme (EGNOS) in the GALILEO satellite navigation programme.
EGNOS is a joint programme by the European Commission, the European Space Agency and the European Organisation for the Safety of Air Navigation (Eurocontrol) which will be fully operational in April 2004. The system is conceived for purely civil use and offers a high- performance satellite radio navigation and positioning service.
The draft conclusions consider EGNOS as a precursor of GALILEO and as an instrument for enabling rapid market penetration in satellite radio-navigation services. They also place EGNOS under the control of the GALILEO joint-undertaking which will be entrusted with the supervision of its management and the conclusion of an agreement with an economic operator to operate EGNOS from April 2004. In this respect, the draft conclusions underline that an appropriate agreement should be concluded by all parties having contributed to the funding of the development of the EGNOS system.

La Communication adoptée par la Commission le 19 mars 2003 répond à la préoccupation du Conseil et propose de placer le programme EGNOS sous le contrôle de l'entreprise commune GALILEO, d'inclure pleinement sa gestion dans le futur contrat de concession de la gestion de GALILEO, et de promouvoir l'extension d'EGNOS à d'autres régions du monde afin d'en partager l'exploitation.
La Présidence a élaboré un projet de conclusions qui tient très largement compte des recommandations formulées par la Commission.
