I am not surprised at the correlation between research assessment exercise and Quality Assurance Agency scores. A department with above-average research funding is likely to have relatively more "slack" over and above what is needed just to keep it functioning day to day.
I'm certain part of that slack is used to prepare for QAA visits. Some of it may even be used to improve teaching.
