Offa on the wrong foot? 1

Using the name Offa for the latest higher education watchdog does seem a little unfortunate ('Toothless' Offa stokes fees revolt, THES , April 11).

When King Offa built his dyke against the Welsh, was that to provide fair access for all, or to keep out certain groups?
