The problems of poor recruit retention and bullying in the Army have become apparent only since the 1990s. My first career was in the Army. At one point I served at Blackdown Barracks, now called Deepcut. I remained in the Territorial Army until 1992. Bullying was not an issue in the Army from the 1960s to the 1980s. The instructional staff (of which I was part) performed their duties as prescribed in Lew Hardy's recommendations. This "new manoeuvre" has already been "invented".
