A credit-based qualifications framework should be set up for all post-14 qualifications including higher education, a consortium of educational organisations has told the government.
The group, including the Further Education Development Agency, exam board EdExcel, the Association of Colleges and the National Open College Network, said the reforms were urgently needed to meet the government's lifelong learning agenda.
