Barr to popularity

Even farther afield is Nick Barr, London School of Economics expert on education finance, whose views Dearing sought. He is in Australia advising on reform of the HECS student finance scheme, admired by Dearing. Memo to Canberra: Barr's big ideas on not subsidising loan interest and on changing the rules on loans in the national accounts seem unpopular with the British Government.
