Chinese leaders including president Jiang Zemin and premier Zhu Rongji say targets to enable 15 per cent of school-leavers to attend universities by 2010 and to increase higher education enrolment by 5 per cent are achievable. Only 10.5 per cent of young Chinese aged 18 to 24 years receive higher education, according to Ministry of Education statistics.
