Lecturers at Burundi's National University are threatening to refuse to work until several months of salary arrears are paid. The government has appealed to donor countries for a $12 million (£6.3 million) loan to pay the arrears. But because an earlier $4 million loan from the same donors, in particular France and Belgium, was used instead to fight the inter-ethnic war, donors are insisting that a second round can be paid only against a firm promise that lecturers will receive all their arrears.
