The proportion of the US population pursuing higher and further education is falling behind other industrialised countries, according to the Education Commission of the States.
The non-partisan body blamed the access crisis on economic slowdown, government cuts in public university funding and a failure to expand the number of places. The US has fallen from first to 13th in the world in college participation over the past decade.
