Disabled people could be denied opportunities

Some disabled people could be denied opportunities available in other parts of the country under the Learning to Succeed proposals, says Skill, the national bureau for students with disabilities, in its response to the white paper.

Allowing local learning and skills councils to respond to local circumstances means there will not be national standards, it says.
