Historian Conrad Russell had some advice for Blair as the House of Lords prepared to defy the government a second time on the issue of Scottish tuition fees. Margaret Thatcher, said Earl Russell, took the Lords on over dog registration and six months later was ousted as Conservative leader. "It took the noble Baroness, Lady Thatcher ten years to get to that point; the present prime minister has done it in one," he said.
