Sixty per cent of 21-year-olds and 50 per cent of adults should possess at least 2 A levels, NVQ level 3, an Advanced GNVQ or the equivalent of one of these by 2002, the Department for Education and Employment said this week announcing new learning targets. Half of 21-year-olds and 42 per cent of adults now reach this level.
