Growth in enrolments at Welsh higher education institutions ground to a halt for all but postgraduate taught courses in 1998-99, the year fees were introduced and grants abolished.
Data for 1998-99 from the Welsh funding councils reveal small drops in undergraduate and postgraduate research recruitment, and a big fall in part-time postgraduate enrolments.
