The European Commission's Education and Culture DG has announced a call for tenders for the first external mid-term evaluation of the Leonardo da Vinci programme II.
The Leonardo da Vinci Community programme is the main instrument of the Communities to support the implementation of its vocational education and training policy in the framework of Article 150 of the Treaty. It was adopted by a Council decision on 26 April 1999 (Decision 1999/382/EC), for a period of seven years, from 1 January 2000 to 31 December 2006. The budget for the programme is of 1,150 million euro.
This evaluation shall cover the first three years of the second phase of the programme (01.01.2000 to 31.01.2002). In geographic terms it shall cover all countries that were participating in the programme on 30.06.2002.
In substantive terms, the evaluation shall cover the following main topics:
- relevance of the programme's objectives, priorities and implementing measures;
- efficiency and cost-effectiveness of the programme;
- effectiveness of the programme on the level of outputs, results and impact (as far as this is possible, given the relative short period since the start of the programme).
This evaluation is part of an ongoing evaluation process and will feed into the ongoing implementation of the Leonardo da Vinci II programme, and into the process for the definition of the new generation of programmes in the area of education and training.
