Fifth Framework's first call for proposals

The first calls for proposals for Europe's Pounds 10.4 billion Fifth Framework research programme have been announced with deadlines as early as June. A European Commission spokesman said the mass resignation of the commissioners should not directly affect Framework's implementation now that the programme has been largely agreed.
