01.154.04 GALILEO MISSION CONSOLIDATION SUPPORT (INTENDED)

This procurement action addresses several urgent tasks aimed at supporting the consolidation of the GALILEO Mission. Objective is to finalise the GALILEO mission & system requirements prior to the start of Phase C/D.

Close co-ordination between the GALILEO Phase B2 contract and these Mission consolidation activities will be ensured. In particular the work to be carried out here shall result in an accurate specification of required GALILEO services and interoperability with respect to other positioning and timing systems such as GPS and GLONASS, as well as the interface between GALILEO and other external systems such as UMTS.

It shall include the establishment of a number of specialised working groups dealing with issues like time-frequency interface, geodetic reference system aspects,interoperability, etc., and also consolidate the issues related to provision of a Search & Rescue Service and other value-added services (like communications) within GALILEO, and contribute to the consolidation of the local component requirements, including standardisation.

Moreover, this activity shall provide support to definition of the GALILEO signal in space for the various services through the organisation of task forces gathering major experts in the field and user groups. It will liase closely with the signal work carried out under the GALILEO Phase B2 study contract and will take into account the results of the international discussions (EU, USA and the Russian Federation) on the different frequency plans.

While not exhaustive, a summary description of tasks is provided. The scope of these tasks has been closely co-ordinated with the EC. In particular, the EC intends to launch complementary Mission-related activities in 2001, under its 5th Framework Programme. Bidders will be invited to submit proposals either for individual tasks or for a combination of tasks. This may result in a number of separate contracts to be placed.
