Bolton Institute was celebrating a campaign success this week - in headgear rather than university status. Having bombarded Department for Education and Employment ministers, officials and press officers with bright blue baseball caps carrying its university title campaign logo, the institute has learned that this unsolicited gift was surprisingly popular. Some recipients, who could include David Blunkett, Kim Howells and Baroness Blackstone, have confessed to donning the coveted cap. However, none has been seen wearing it in public.
