Funding chiefs risk the wrath of the government after last week's appointment of three white men to the board of the Higher Education Funding Council for England. By April 2003, women should form 45 per cent of the board and people from ethnic minorities 10 per cent, according to targets agreed between the Cabinet Office and the Department for Education and Employment.
