Rumours about Sir Howard Newby's departure from the Higher Education Funding Council for England for the vice-chancellorship at the University of West of England first started doing the rounds in June, though Hefce insiders, v-cs and even certain education journalists dismissed the idea as preposterous. Rumour has it that it took the university a whole summer of negotiating to get Sir Howard on board.
