The Government's plans for a holistic approach to children's education could fail if it becomes too mired in targets, according to a new study from the Institute of Education. It criticises the Government's overarching policy for children's services, Every Child Matters, claiming it could undermine broader education for children because its emphasis on targets encourages educators to focus on narrow objectives.
