Malaysian prime minister Mahathir Mohamad has admitted that government attempts to improve the performance of Malay students through a policy of "positive discrimination" and "university quotas" appears to have failed. Dr Mahathir accused the students of becoming engrossed in anti-government political activities and warned they could be expelled if they took part in political activities, which are illegal under the Universities and University Colleges Act.
