German promise on first-degree fees
German chancellor Gerhard Schroeder has reiterated his promise not to levy fees for first degrees. Ability must remain the only criterion for entry to higher education, he told students at the 10th anniversary of the foundation of Cottbus Technical University in eastern Germany.
