Brazil brings in race quotas
Brazilian academics have hit out against government plans to combat discrimination against the country's black-skinned population, the largest outside Africa, by introducing statutory racial quotas in universities and other key areas including televison. Academics warned that the plans risked increasing rather than alleviating racial tension.
