A single post-14 academic and vocational qualifications framework, encompassing both further and higher education, is proposed in the Liberal Democrats' higher education policy paper to be published on Tuesday. Students would be able to gain higher education diplomas after the equivalent of two years full-time study, and mix and match courses on offer in universities and further education colleges.
