European Union leaders agreed at the Lisbon special economic summit last month to halve by 2010 the number of 18 to 24-year-olds who are not in further education and training.
They also agreed to draw up a plan this year to promote academic exchanges, notably by removing red tape, by greater recognition of qualifications and harmonising study periods.
