The key aim of many credit accumulation and transfer systems - to guarantee students transfer between institutions - is a "mirage" that risks undermining the whole enterprise, a report from the Higher Education Policy Institute says. Such systems can help promote lifelong learning, widen participation and improve student mobility within Europe. But they may be rendered ineffective by adopting increasingly bureaucratic structures, the report warns.
