Students studying short courses will count towards the government's manifesto promise to get 50 per cent of young people into higher education by 2010, it emerged this week. The government is to alter the way in which the statistic is calculated while making it an independent measure generated by the Office of National Statistics. It hopes to prevent future accusations of fiddling the figures.
