The Labour Party's favoured option for a student charge is a system based on the Australian higher education contribution scheme, under which each student pays a portion of their tuition costs through a surcharge on income tax after graduation, David Blunkett's office revealed this week. This is one of a range of options in a policy paper for a Parliamentary party meeting on Wednesday.
