Peter Smith, Unesco's assistant director-general for education, has said that non-binding Unesco/Organisation for Economic Co-operation and Development guidelines on quality cross-border higher education ( Times Higher , November 11) could aid progress at this month's World Trade Organisation talks in Hong Kong on the inclusion of education services within the General Agreements on Trade in Services.
