Welsh universities should be allowed to charge variable fees for part-time courses, a review of part-time study concluded.
But Welsh institutions should receive extra public funding to help them keep fee levels down to a maximum of £1,200 a year.
Part-time students should also be eligible for means-tested grants and fee waivers, a report from the Welsh Assembly-commissioned review recommends.
