The perambulatory pace at which Sir Peter North, principal of Jesus College, Oxford, has conducted his review of Oxford University should come as little surprise. Among his achievements in law, the former Oxford vice-chancellor can boast the introduction of speed cameras to our roads - a fact apparently lost on Colin Lucas, the current vice-chancellor, who this week urged a "speedy appraisal" of Sir Peter's recommendations.
