The Scottish Parliament's enterprise and lifelong learning committee is next week expected to call for a standard learning entitlement for everyone.
Tom Kelly, chief executive of the Association of Scottish Colleges, said it would have major benefits for individuals and the economy.
The committee's interim report proposed that everyone should have an entitlement equivalent to six years of full-time study after completing the fourth year of secondary school.
