* The QAA has asked institutions to comment on plans for a revision of subscription levels. The agency wants to switch from a system with a banded structure based on full-time equivalent student numbers to one that counts actual student numbers.

The consultation paper describes the present system as "unworkable in anything other than the short term" because "it does not treat institutions consistently and does not account for significant changes in the higher education sector".
