Lecturers' union leaders are worried about arrangements for the transfer of staff contracts from West Hill College to the University of Birmingham.
The move is due to take place next year as part of a "strategic alliance" between the college and the university. But Natfhe heads in Birmingham say the institutions are still obliged to comply with Transfer of Undertakings Protection of Employment regulations, even though there will be no formal merger.
They are worried some staff will not be transferred or will have their contracts altered. The college has said it will keep staff informed, but said it is not obliged to consult with the union.
