Ministers will receive a draft development plan for the University of the NHS in August, and a final version will go out for a 14-week consultation in September, Bob Fryer, chief executive of the university, will tell a conference on modernising the National Health Service next week.
Mr Fryer, who is waiting for confirmation of the university's budget, said: "The consultation will be systematic and involve all the stakeholders."
