Vladimir Fillipov, rector of the People's Friendship University in Moscow, has been appointed Russian education minister in a reshuffle following the rouble crash. Fillipov, the fourth education minister in as many years, has vowed to back students, teachers and university staff working on meagre grants and salaries because they were determined not to see the "collapse of the Russian system of education", he said.
